The Supreme Council for Personnel Selection (ASEP, Hellenic Parliament’s linked third party) and the Hellenic Blockchain Hub (HBH) agreed to build cooperation by signing a Memorandum of Understanding (MoU) on January 22, 2021.
HBH is a non-profit network of executives from the public and private sector aiming at the dissemination of knowledge on the blockchain and DLT technology (Distributed Ledger Technologies & Distributed Technologies) in sectors of society and economy
The MoU was signed by the President of ASEP Mr. Ioannis Karavokyris and the President of HBH Mr. Georgios Karamanolis and it defines the frame for future cooperation between the two entities with regards to the promotion of blockchain technology in Greece.
In the context of ASEP’s participation in the QualiChain project which focuses on the assessment of blockchain technology potential, the two entities will work on improving knowledge transfer as well as on organizing dissemination and awareness-raising initiatives to inform citizens and stakeholders on this disruptive technology.
“We are very pleased to see this MoU in place as it paves the way for great synergy between our two entities. This agreement will allow both organizations to contribute to the dissemination of new technologies with particular focus on the emerging Blockchain technology and it will provide ASEP with the means to optimize the personnel recruitment process for the Greek public sector it has been entrusted with. At the same time, the creation of a regulatory framework by the State with the aim of utilizing and integrating new technologies in Public Administration is very important “, explained Mr. Ioannis Karavokyris, ASEP President.
The President of the Hellenic blockchain Hub Mr. George Karamanolis explained: “Our common goal is the development of creative dialogue and actions for blockchain – DLT technologies and their practical application in ASEP. “Blockchain, artificial intelligence and a set of emerging technologies can support Public Administration bodies to develop innovative services for citizens and businesses.”
The areas of cooperation under this agreement may include participation in joint working groups and organization of scientific seminars, conferences and workshops, publications in scientific journals and conferences, participation in policy and strategy papers, successful case studies, participation in research programs, preparation of studies with specific objectives and which will include the implementation of case studies, the investigation and promotion of good practices as well as the utilization of field research data, writing and organizing research and operational proposals at both national and European level.

Υπογραφή Μνημονίου Συνεργασίας μεταξύ ΑΣΕΠ και Hellenic Blockchain Hub
Το ΑΣΕΠ και το Hellenic Blockchain Hub επιβεβαίωσαν την πρόθεσή τους για ανάπτυξη σχέσεων και κοινών δράσεων με την υπογραφή μνημονίου συνεργασίας την Παρασκευή 22 Ιανουαρίου 2021.
To Hellenic Blockchain Hub είναι ένα μη κερδοσκοπικό δίκτυο στελεχών από το δημόσιο και τον ιδιωτικό τομέα, με στόχο την προώθηση της γνώσης γύρω από την τεχνολογία Βlockchain – DLT(Distributed Ledger Technology) σε τομείς της κοινωνίας και της οικονομίας.
Το Μνημόνιο υπέγραψε ο Πρόεδρος του ΑΣΕΠ, κ. Ιωάννης Καραβοκύρης και ο Πρόεδρος του HellenicBlockchain Hub, κ. Γεώργιος Καραμανώλης.
Στο πλαίσιο της συμμετοχής του ΑΣΕΠ στο ερευνητικό πιλοτικό πρόγραμμα QualiChain το οποίο επικεντρώνεται στην αξιολόγηση της δυναμικής της τεχνολογίας Blockchain, οι δύο φορείς ξεκίνησαν τη συνεργασία τους με σκοπό την προώθηση και τη διάδοση της εν λόγω τεχνολογίας στην Ελλάδα.
Ο Πρόεδρος του ΑΣΕΠ κ. Ιωάννης Καραβοκύρης δήλωσε: «H συνεργασία αυτή θα συμβάλλει στη διάδοση των νέων τεχνολογιών και ειδικότερα της πολλά υποσχόμενης τεχνολογίας Blockchain, παρέχοντας ταυτόχρονα στο ΑΣΕΠ τη δυνατότητα βελτιστοποίησης των διαδικασιών πρόσληψης προσωπικού στον δημόσιο τομέα. Παράλληλα, είναι πολύ σημαντική η δημιουργία ενός κανονιστικού και ρυθμιστικού πλαισίου από την Πολιτεία με στόχο την αξιοποίηση και την ενσωμάτωση των νέων τεχνολογιών στη Δημόσια Διοίκηση».
O Πρόεδρος του Hellenic blockchain Hub κ. Γιώργος Καραμανώλης δήλωσε: «Κοινός στόχος μας είναι η ανάπτυξη δημιουργικού διαλόγου και δράσεων για τις τεχνολογίες blockchain – DLT και η πρακτική τους εφαρμογή στο ΑΣΕΠ. Το blockchain, η τεχνητή νοημοσύνη και ένα σύνολο από αναδυόμενες τεχνολογίες μπορούν να υποστηρίξουν τους φορείς της Δημόσιας Διοίκησης για την ανάπτυξη καινοτόμων υπηρεσιών για τους πολίτες και τις επιχειρήσεις».
Το Μνημόνιο μεταξύ των δύο Οργανισμών στοχεύει στη συν-διοργάνωση και υλοποίηση ημερίδων, συνεδρίων και σεμιναρίων ενημερωτικού και ερευνητικού περιεχομένου σε θέματα που αφορούν σε κοινούς τομείς δραστηριότητας, στην επιμέλεια, οργάνωση και παρουσίαση επιστημονικών θεμάτων, καθώς και σε άλλες δραστηριότητες κοινού ενδιαφέροντος.
